特區政府與國家商務部經在《內地與香港關於建立更緊密經貿關係的安排》(CEPA)的框架下簽署新的服務貿易協議，進一步開放服務業市場，協議簽署後，將基本實現服務貿易自由化的地域範圍擴展至內地全境。
